TRAINING NEED ANALYSIS


as a Research Outcome of Evidence Based Practice in Police Training

Madhya Pradesh Police Academy employs an evidence based practice in Police Training by using a Training Needs Analysis based approach in design and delivery of Training. Training needs analysis is a systematic process of identifying which kind of training is required and provide the details related to training implementation. It is also known as a tool to identify the new skills, knowledge and attitudes which employees need to acquire in order to improve performance. The TNA is a research method based on evidence collected through stakeholders involved in actual field work who give their opinion and observations through qualitative evidences collected through interviews, group discussions and narratives of leaders, practitioners, service deliverers and service receivers of the police service. Surveys are also conducted to get a reasoned view of these stakeholders through the coverage of large number of observers and users of the services being analyzed for training. This is then collated with legal norms, mandates, rules, defining the best practices and standards expected to be incorporated. Along with this the academic inputs and policy documents and studies conducted in the particular area of professional work are also included to make final observations about how to design and deliver the training. Methodological issues of imparting training through pedagogy to be observed makes a very important element of TNA along with the recommendations of the use of Training Resources, Reading and Reference materials and most importantly the competencies of the trainers delivering the training. These are also sought through the critical analysis of the evidence of past courses structure and feedback received. There are well trained TNA experts within the Academy and within MP police who have the adequate experience and expertise in conducting training needs analysis research to arrive at :

  2. Skills to be included in course design and content
  3. Attitudinal Elements which must support the knowledge and skills in an operational environment of work and practice
  4. Professional Mandates and Standards to be incorporated
  5. Competencies of the Trainers
  6. Pedagogy to be utilized- Adult Learning and Experiential Learning Standards
  7. Training Environment and Facilities
  8. Training Resources and References
  9. Course structure, duration and design
  10. Connectivity of Training Stations with Practice Stations in the field
  11. Evaluation and Feedback loops feeding Training and Learning Activity

Based on these TNA modalities , the MP Police Training Branch through the Academy and other training institutions has devised methodologies and outcomes on TNA. Expertise of the UK trained TNA resource persons like Vineet Kapoor, Nimisha Pandey, Irmeen Shah among some other outsourced TNA experts have been utilized for this purpose.

The TNA based curriculum adopted for imparting training across the state and within the Ste Police Academy here at MPPA include the following training programs:

  • Basic Training Program of Directly Recruited Sub Inspectors of Police (SI)
  • Basic Training Program of Directly Recruited Subedars of Police
