THE ACADEMY

Madhya Pradesh Police Academy is located at Bhauri near the suburb of Baigragarh , about 25 km from Bhopal city the beautiful capital city of the central Indian state of Madhya Pradesh. The academy was established in 2013 as an Integrated Training Center for all training and capacity building requirements of the Madhya Pradesh Police and its various specializations. Its campus is situated on an area of about 100 acres, which is a treasured green landscape of ornamental trees and natural beauty. The campus has number of training buildings, administrative buildings and residential buildings dotted amidst a green landscape interposed with playgrounds, parade grounds and open training areas. It’s a nationally recognized center of excellence. The Ministry of Home Affairs for its 2018 evaluations selected the MP Police Academy as the best training institution in the Western Region and awarded the institution with the Union Home Minister’s Trophy. The National Police Academy has selected the MP Police Academy as a regional center of excellence and has entrusted the responsibility of running premium courses of professional interest for six central/north Indian states. With its very recent inception in the training realm, the Academy has grown fastto acquire a reputation based on its dedicated staff and proactive approach in police training, research, innovations and police reforms related orientation and capacity building endeavors.

The Academy is a hub of training activities. Its mandate is to act as the center for training of police officers who undergo their basic induction training, for police officers who undergo professional in service training, for mid carrier training programs, for carrier linked training programs, for specialized training designed for specific police specializations and areas of police practices, for organizing customized training events based on specific job related demands and for organizing workshops and seminars for professional areas on behalf of the police headquarter, for which the Academy is its primary training and research outlet It is a premier institution for the Law Enforcement related training for all other government departments who have a law enforcement mandate and need for specialized training related to the policing, law enforcement, weapons, tactics, law and order, investigation, forensics, security management, governance and criminal justice administration. This is also a hub of activities around training and capacity building for all other stake holders who work or have an Interface with law enforcement, governance, public service, security and justice administration. The Academy has a research mandate which is structured through the development of a specialized research center housing the DG’s Research and Policy cell which has collaborations with leading research institutions, think tanks and universities worldwide. The internationally acclaimed institutions collaborate with the Academy to conduct research activities, evaluations, police job related surveys, and action research to inform policies and better practices.


Certain conceptual and innovative approaches are also dealt by this research center which caters to the needs of improving police practices in a particular area of policing and its expanding role in cybercrime investigation justice administration, human rights, security of women and children and victim oriented policing among other areas of public service and policing. The Academy research profile is getting enhanced by expansion of research center in its related mandates of Gender Resource Center dedicated to research, capacity building and training in Gender Justice and the area of protection of women and children and the Digital Security Research center with its mandate of training, research and capacity building in this areas.

OUR HISTORY

The Madhya Pradesh Police Academy came up as an Integrated Police Training Center in 2013, filling up a long standing demand of the Police Training Center at Bhopal, the state capital of MP where most of the police offices are centralized. The Police Training for Deputy Superintendent of Police and Sub Inspectors in Madhya Pradesh was provided at Jawaharlal Lal Nehru Police Academy (JNPA) at Sagar. This institute at Sagar in Bundelkhand area is the forerunner of MPPA as the main police academy of the state of MP, after the Madhya Pradesh state was established in 1956. The Sagar academy however exists since 1908 when the British established a training center in Sagar to cater to the needs of the civilian police in British ruled central Indian territory and more specifically for the British Province of Central Provinces and Berar. The Police Commission popularly known as the Frazer Commission of 1902 had recommended Training Institutions for the Police in India to nurture a more professional police service in India. Through this directive, Training centers at Phillaur in Punjab, Nasik in Maharashtra, Bhagalpur in Bihar, Moradabad in United Provinces and Vellore in Madras Presidency were established. The MP Police academy draws from this legacy of the establishment of training institutions in central India more than a century ago. Apart from JNPA, training facilities in Madhya Pradesh also exist at Rustomji Armed Police Training College (RAPTC) at Indore and at various Police Training Schools (PTS) in

the state, oldest among which is the PTS at Pachmarhi, which dates back to 1948. The need was felt for a state of the art Academy, to fulfill the training aspirations as per the challenges faced by modern day civilian policing, where specializations of different policing disciplines could be nurtured and an integrated approach to training, capacity building, needs based training intervention for better policing and multi stakeholders perspectives in training could be inculcated within a police reforms led agenda of police training where research led capacity building and evidence informed police policy work could also be done following an integrated training mandate. For these reasons, in a phased manner, The Madhya Pradesh Police Academy was established as an Integrated Police Training Centre in a new campus near the State capital Bhopal. It was on the 10th of June 2013, the Madhya Pradesh Police Academy (MPPA) Bhopal finally came into existence. The Police academy is situated 25 kms away from the main Bhopal City & is spread across a campus of around 100 acres. The academy is the state police training institution for the state of M.P. It also conducts Basic and In-Service courses on various issues affecting police working, training programs based on various policing and governance needs and has a reforms related research mandate which gets integrated with training and development work, closely linked to the field practice.


ORGANISATION

The Academy at Bhauri, Bhopal started as an Integrated Training Centre (ITC) for police of Madhya Pradesh. This ITC was intended to the hub of all training activities under various departments of Madhya Pradesh Police like Criminal Investigation Department(CID), Specilized departments like Crime Against Women (CAW), Offences Against Children, Aadim Jaati Kalyan (AJK), Narcotics, Community Policing, Economical Offences, Cyber Crime and other related police departments. This was to be over and above basic work of the ITC which was to train recruit Deputy Superintendent of Police , Sub-Inspector and Ministerial staff of the state. This center was also intented to center to all In-Service training needs, Promotion related courses, Refresher courses and other Carrier Linked Courses. This centre was also intended to be the centre of excellence in EBP (Evidence Based Policing), Policing reforms related research and best practice research related centre for the police. By 2013, this centre was raised as the Police Academy of the state with it sprawling 100 Acres campus amidst beautiful rolling hills in towards the North-West of Bhopal and very close to the RAJA BHOJ INTERNATIONAL airport.


VISION

The Madhya Pradesh Police Academy is committed to developing a Training Institution focused on competencies and excellence in police training, holistic education in law enforcement, and policing research and development. The Academy places professional competencies at the Individual and Organizational level to mainstream Accountable, Citizen-Centric, and Service-Oriented police services by inculcating Required Knowledge, Desired Skills, and Appropriate Attitude to achieve the highest standards of professionalism, competence, performance, and service orientation needed for the universal reach and accessibility of human security, dignity, and rights for the citizens, in compliance with the values enshrined in the Indian Constitution.

MISSION

The Madhya Pradesh Police Academy would be developed as a Center of Excellence of Police Training and Capacity Building to achieve a nationally recognized center of best practices. The Academy strives to create a holistic learning environment based on an andrological perspective that prioritizes interactive learning methods and Adult Learning Principles. The Academy will inculcate amongst the police trainees the values to serve the people with best of their abilities, professional competencies, physical fitness, mental alertness, emotional intelligence, the integrity of the highest order, sensitivity to the aspirations of people in a fast-changing social and economic environment, respect for human rights, broad liberal perspective of law and justice, high standard of professionalism, accountability, and public service ethos commensurate with the constitutional ideals. The training would be needed, taking cognizance of field-based professional, capacity building demands, legal standards, best practices, and Police reforms related recommendations. The Academy is designed to develop as a Centre for Research and policy analysis which would involve action-based field research to arrive at better solutions for policing and law enforcement by using evidence-based Innovations and Evaluations translated into capacity building, training, and mentoring programs.


MANDATE AND RULES


PREFACE

The logo of M.P police academy is a combination of various symbols that represents the vision and motto of the academy. 1st comes the National Emblem of India National Emblem is the national symbol of India. It has been adapted from Lion Capital of King Ashoka of the Mouryan Dynasty. The emblem consists of 4 lions that symbolises strength, courage, justice and pride. The circular abacus is grided by 4 animals. Lion of north symbolizes leadership and bravery. Elephant of east exudes great power. Horse of south represents speed and loyalty. Bull of west represents hard work and steadfastness. It also consists of wheel of Law called ‘Dharma Chakra’. It has 24 spokes which represents 24 hours in a day, signifying that time cannot be bounded passage of time is inevitable, time is most valuable. Below the emblem the motto the slogan ‘Satyamev Jayte’ is inscribed which means ‘truth alone triumphs’. Beneath the National Emblem comes the shield and behind the shield a sword is placed. Sword behind the shield represents power strength and bravery. It is a symbol of knighthood and chivalry. There are 5 symbols inscribed inside the shield which are as follows- Sun- symbolises a bright future and vital energy. It represents hope and dawning of a new day. Star- symbolizes excellence and achievements. It represents a source of light in darkness. Two crossed swords- are pointing upwards signify readiness to fight, always ready to protect and serve the country. Tiger- symbolize bravery, power and valor. It is a symbolic of strength, fearlessness and military prowess. In the center there is a symbol of Dronacharya holding bow and arrow in his hands. It signifies Focus only and completely on your aim. Quality of teaching- A true teacher is one who is able to judge the potential and caliber of his students and educate them likewise. A true teacher is one who incite the quest of knowledge and development. The shield is surrounded by 2 olive branches that symbolises peace victory and harmony.
