PARIMAL Lab -Pracademic Action Research Initiative (with) Multidisciplinary Approach Lab

This lab is established at MPPA through DG 's Research and Policy Cell (DGRPC) of MP Police where the DGRPC is interested to invite Research Organizations, Think Tanks and Policy based Institute as its partners and collaborators

This Lab hosts all pracademic research, innovations, implementations, field testing, surveys, customized action research , program and other evidence based evaluations and policy based research works and documentation relevant to the mandate of the Lab.

Within the Lab different centers of excellence and innovation are placed for pracademic responsibilities - like Gender Resource Center, Digital Forensics Center etc.

Separate mandate of the Lab would be chalked out based on the DG Research and Policy Cell's responsibilities to do evidence based, experimental and analytical work informing field practice in public service, governance and justice sector.

The lab is placed physically at the MP Police Academy with its accountability to DGRPC through MP Police Headquarters. The Lab would have some fund allocated to it for research and development programs through some basic funding mechanism to cover housekeeping costs by the usual police budget of the government. There is a provision to receive project based funds would be through different project based modalities with the approval of the authorities governing the Lab. The partner organizations would also be expected to locate their projects through the lab in various capacities as per their role assignment and convenience.

The Lab has developed its inspirational landmarks through the initial experiences and analysis of the work done in the area of women’s access to justice, soft skills training relevance, motivation of field level police constables, leadership issues among women officers, training needs analysis for middle management level police officers, online learning needs and methodologies, community orientation in law enforcement and conflict management, child protection modalities and their mainstreaming, cyber forensic capacity building needs, sexual assault awareness trainings, Field level district training as a component of capacity building of recruit officers, jansunwai as a viable public accountability and service delivery forum at the district level, ethical issues and mainstreaming good conduct, orientation and capacity building for enforcement of social laws, access to justice capacity building issues, pandemic policing capacity building issues, police welfare methodologies, experiential learning methodologies and their applicability in training practice, online training capacity building for the police trainers, Scale up of women’s help desks at district and police station level, strengthening of One stop crisis center for victim women, mainstreaming Victim Justice in Police Practice, Mainstreaming Soft Skills in Policing Practice, Substantive Positioning of Emotional Health of Police Officers as a factor in Better Policing, Accountability Norms setting through Human Rights and Ethics and connecting with police practice, Building IT competencies in Police Ground level workers, Building Cyber Investigation Competencies among Police station level workers, Building competencies in First Responder Police work for better citizen service delivery. PARIMAL is continuously devising ties and connects with stakeholders to cater to the needs of developing better policing by finding evidences of gaps in policing and public needs, law enforcement demands and means to fill gaps where they exist through training and capacity building and scale up of best practices.

PARIMAL has been now been established as a registered society working as a Think tank within the police but having an identity as a research based institution governed through a defined research action mandate.


as a Research Outcome of Evidence Based Practice in Police Training

provide the details related to training implementation. It is also known as a tool to identify the new skills, knowledge and attitudes which employees need to acquire in order to improve performance. The TNA is a research method based on evidence collected through stakeholders involved in actual field work who give their opinion and observations through qualitative evidences collected through interviews, group discussions and narratives of leaders, practitioners, service deliverers and service receivers of the police service. Surveys are also conducted to get a reasoned view of these stakeholders through the coverage of large number of observers and users of the services being analyzed for training. This is then collated with legal norms, mandates, rules, defining the best practices and standards expected to be incorporated. Along with this the academic inputs and policy documents and studies conducted in the particular area of professional work are also included to make final observations about how to design and deliver the training. Methodological issues of imparting training through pedagogy to be observed makes a very important element of TNA along with the recommendations of the use of Training Resources, Reading and Reference materials and most importantly the competencies of the trainers delivering the training. These are also sought through the critical analysis of the evidence of past courses structure and feedback received. There are well trained TNA experts within the Academy and within MP police who have the adequate experience and expertise in conducting training needs analysis research to arrive at :

Based on these TNA modalities , the MP Police Training Branch through the Academy and other training institutions has devised methodologies and outcomes on TNA. Expertise of the UK trained TNA resource persons like Vineet Kapoor, Nimisha Pandey, Irmeen Shah among some other outsourced TNA experts have been utilized for this purpose.
